Rural minimum living standard guarantee (rural Dibao) program boosts children's education outcomes in rural China

Purpose To combat poverty in China's rural areas, Chinese government has established an unconditional cash transfer program known as the Rural Minimum Living Standard Guarantee (Rural Dibao) Program. Interestingly, despite importance of education breaking cycles poverty, little is about Dibao's impact on children's education. This study investigates learning outcomes by first examining targeting issues within program, exploring a causal relationship between Dibao and outcomes, then potential mechanisms heterogeneous effects. Design/methodology/approach Fixed effects model propensity score weighting method data from China Family Panel Studies (CFPS) years 2010 2014 were used. Findings The results suggest that suffers high levels error, yet still effective (i.e., transfers generally go to people need). fixed models find participation raises standardized test scores CFPS Chinese-language math tests. In investigating mechanisms, increased expenditure seems connect results. heterogeneity analysis shows poorer, non-eastern, not left behind, younger or male children benefit (while others have no effect). Originality/value These findings boosts learning, which could indicate long-term anti-poverty effect, if can resolve problems, this effect be even greater.
